Relationships between the NHS and social care services over the Past 25 years have a poor history. This article examines the strategies that have been used by central government and by local NHS and social care organizations to overcome difficulties of service co-ordination. The authors conclude that policies reflecting ‘networked’ modes of governance may stand the best chance of success, although evidence of improved impact and outcomes still remains scarce.  相似文献

The convergence of broadcasting, telecommunications and computing raises the question of whether the converged markets will continue to meet the public interest. That interest is in seeing the full potential benefits of convergence – including benefits to the economy, to consumers and to society. Neither the marketplace, nor external regulation of the marketplace, will online deliver those benefits to the fullest possible extent. This paper underscores the influence of political and legal environments and historical accident in shaping financial systems and in determining their ability to promote growth. The study suggests that many widely cited characteristics of the German banking system emerged only to a limited extent during industrialization. Many features that did appear were unrelated to the banks' universal structure, and provided no exceptional impetus to growth. I hypothesize that institutional banking design generally has little impact on capital mobilization or risk diversification. I conclude by questioning the usefulness of the Gerschenkronian framework for understanding problems of financial system design and by proposing an alternative agenda structured around theoretical principles.  相似文献

Microfinance and its “reinvention as bankers-for-the-poor” to create financial inclusion has not been effective everywhere. The literature seems to suggest that the social economy and microfinance help marginalized business people; yet no one considers that political bias interferes with the social economy, making it hard for it to be just. The promise of micro-credit was to achieve a double bottom line: first, the financial sustainability of the lending institution itself, and second, the social benefit of providing loans to low-income business people. Yet, alternative pitches of a social economy to “help people” fail to analyze the embedded power dynamics within the social economy. In this case study in downtown Kingston, Jamaica, 233 small-business people who depend on development finance because of social exclusion now find that these targeted programs are intertwined in partisan, sometimes dangerous, politics. As a result, oppressed people opt out of micro-banking programs to resist “Big Man” politics – the politicians or gangsters attempting to control them. In this study of 307 interviews, I analyze the informal politics of Dons and politicians who misuse micro-credit for their own ends. I find that the coupling of class biases and clientelist practices in the social economy discourages eligible business people from taking micro-loans, and argue that the microfinance industry needs to pay close attention to this issue if it is to continue to help marginalized business people.  相似文献

Money pools are ancient African traditions that speak to the functionality of getting things done by a historically oppressed group of people. The analysis for this study is based on 583 interviews in five Caribbean countries: Haiti, Grenada, Jamaica, Trinidad and Tobago, and Guyana. African traditions of collectives reveal that Black people have long had money pools that focused on helping people thrive in commerce, including during the hard times of slavery and colonization. This research argues that throughout the Caribbean indigenous banking systems—with localized names such as susu, partner, meeting-turn, box-hand and sol—are long-standing ancient traditions that historically and currently are taking a bold stand against exclusionary financial systems. African-Caribbean people have an important legacy on the social economy through money pools. The ways in which persons of African descent organize in the social economy is vital to unravelling the market fundamentalist view that there is only a singular way to do business in society.  相似文献

The article examines the opportunities for, and barriers to, career progression in the UK café sector. The research finds that some workers are able to move up within organisations to reach managerial levels, regardless of their qualifications. However, the limited positions available, the nature of the work and low rewards mean that most workers either do not want progression or feel that they are unlikely to succeed.  相似文献

This paper examines how existing knowledge base (i.e., knowledge breadth and depth) interacts with knowledge integration mechanisms (i.e., external market knowledge acquisition and internal knowledge sharing) to affect radical innovation. Survey data from high technology companies in China demonstrate that the effects of knowledge breadth and depth are contingent on market knowledge acquisition and knowledge sharing in opposite ways. In particular, a firm with a broad knowledge base is more likely to achieve radical innovation in the presence of internal knowledge sharing rather than market knowledge acquisition. In contrast, a firm with a deep knowledge base is more capable of developing radical innovation through market knowledge acquisition rather than internal knowledge sharing. Export surges     
How can developing countries stimulate and sustain strong export growth? To answer this question, we examine 92 episodes of export surges, defined as significant increases in manufacturing export growth that are sustained for at least 7 years. We find that export surges in developing countries tend to be preceded by a large real depreciation, which leaves the exchange rate significantly undervalued. In contrast, in developed countries, the role of the exchange rate is less pronounced. We examine why the exchange rate is important in developing countries and find that the depreciation is associated with a significant reallocation of resources in the export sector. In particular, depreciation stimulates entry into new export products and new markets. These new exports are important, accounting for over 40% of export growth on average during the surge in developing countries. We argue that a large real depreciation induces firms to expand the product and market space for exports.  相似文献

The primary aim of this article is to estimate the multiple determinants of film advertising expenditures in four important media, namely television, press, outdoor and radio, in the UK. First, television advertising, the leading film advertising medium, is examined as part of a system of equations, capturing the interdependences between advertising, the number of screens on which films are initially shown and box office revenues. Then a reduced form model is put forward to reveal the determinants of film advertising in the four media. While major distribution companies have different preferences for the use of the alternative advertising media, results highlight the importance of quality signals, such as critical reviews, in determining advertising expenditures in the film industry. Moreover, advertising expenditures can themselves be considered to offer potential cinema goers signals of film quality.  相似文献

While many risks, especially new ones, are not objectively quantifiable, individuals still form perceptions of risks using incomplete or unclear evidence about the true nature of those risks. In the case of well known risks, such as smoking, individuals perceive risks to be smaller for themselves than others, exhibiting ‘optimism bias’. Although existing evidence supports optimism bias occurring in the case of risks about which individuals are familiar, evidence does not yet exist to suggest that optimism bias applies for new risks. This paper addresses this question by examining the gap in perceptions of risks individuals have for themselves versus society and the environment, conceptualised as social and/or environmental optimism biases. We draw upon the 2002 UEA‐MORI Risk Survey to examine the existence of optimism bias and its effects on risk perceptions and acceptance regarding five science and technology‐related topics: climate change, mobile phones, radioactive waste, GM food and genetic testing. Our findings provide evidence of social and environmental optimism bias following similar patterns and optimism bias appearing greater for those risks bringing sizeable benefit to individuals (e.g. mobile phone radiation) rather than those more acutely affecting society or the environment (e.g. GM food or climate change). Social optimism bias is found to reduce risk perceptions for risks that have received large amounts of media attention, namely, climate change and GM food. On the other hand, optimism bias appears to increase risk perceptions about genetic testing.  相似文献
